Minister of Science and Higher Education Dariusz Wieczorek has announced a new list of scientific journals and peer-reviewed proceedings from international conferences. The list was drawn up based on a draft prepared by the Commission for the Evaluation of Science (KEN).
The main objective of publishing the new list at the beginning of 2024 is to ensure that the change does not have a negative impact on scientists who have published articles in journals on the list compiled by the Minister of Education and Science in 2023. It is also essential, the Ministry reports, to end the manual modification of the content of the list and base it on the position of experts.
In order to include the current values of bibliographic indicators of scientific journals, which have changed since 2019, the Minister has decided that the list must be prepared from scratch in 2024. It will be developed by a group of experts drawn from the scientific community and representing the various scientific disciplines. The appointed teams will evaluate the journals based on the values of the selected impact indicators. The KEN will then draft a new list of journals based on the lists of scientific journals and peer-reviewed proceedings from international conferences submitted by the teams, together with the number of points assigned.
The list of scientific journals is prepared for the purpose of evaluating the quality of scientific activity. It is used to assess the quality of scientific activity carried out within the disciplines of the entity. The points in the list are derived from the rules contained in legal acts.
The number of points for scientific achievements is determined in accordance with the latest lists: of journals and publishing houses, drawn up and made available by the Minister in the calendar year in which the scientific publication in question appeared in its final form, appropriate to the journal or publishing house concerned. If the relevant list was not compiled and made available in the year of publication of the scientific text in question, the number of points is determined according to the last list compiled and made available in previous years.
This means that for the purposes of the evaluation of the quality of scientific activity, the list of scientific journals and peer-reviewed materials from international conferences published in 2023, as announced in the Communication of the Minister of Education and Science of July 17, 2023, as amended and corrected on November 3, 2023, will be appropriate for the evaluation of the quality of scientific activity.
